Safe Programming (Protection) Officer Job in Kenya IRC

Description

Job Purpose/Objective
The Safe Programming Officer will be the focal point for IRC’s Safe Programming initiative in Hagadera camp. With technical support from the Governance and Rights Coordinator and the HQ-based Governance and Rights Unit, the incumbent will be responsible for implementing the Safe Programming efforts in Hagadera refugee camp and ensuring that the goals and objectives of the project are met. He/She will provide technical oversight to the field-based staff specifically on the incorporation of protection principles into all of the IRC’s and other participating agencies’ programs. The position reports to the Field Coordinator. He or she will specifically be responsible for:

Key Responsibilities

A. Program Management

  • Provide leadership in protection mainstreaming in the camp, both for IRC and participating agencies
  • Provide ongoing leadership, training, and guidance to staff (including refugee incentive staff) to ensure programming meets best practice standards and prioritizes the needs of beneficiaries.
  • Actively participate in the designing of Safe programming assessments including conducting of the assessment, data analysis and report writing.
  • Undertake development and implementation of work plans emanating from findings of the safe programming assessments.
  • Actively participate in coordination of protection advisory committee meetings and events
  • Ensure representation of protection mainstreaming in key forums such as coordination meetings in the camp as an opportunity to advocate for protection principles.
  • Ensure adequate project monitoring systems are in place and staff are using the same.
  • Track the project budget utilization in line with IRC policies and practices.
  • Ensure that all opportunities for protection mainstreaming are utilized including proper coordination with the grants team to ensure proper coverage of protection mainstreaming in all proposal development opportunities.
  • Liaising with IRC safe programming officers in other projects sites to ensure information sharing and increase opportunities of creativity and protection mainstreaming

B. Staff and Community Capacity Building

  • Design and implement staff training plans for national team members and refugee incentive staff in the camp for both IRC and other participating agencies.
  • Oversee/ conduct trainings on safe programming for community leaders and service providers
  • Collaborate with all team managers in IRC and participating agencies in to ensure that staff are well trained on safe programming.
  • Actively input in the design of training manuals for safe programming with reference to context and relevance to field site.

C. Finance and Grants Management

Ensure robust and diligent budget management through preparation and implementation of spending, procurement and staffing plans for the RH, TB and HIV grants,
Representation in key grants meetings (grants opening, budget vs. actual review and grants closure meetings and
Participation in proposal development and donor reports writing.

D. Communication and Reporting

  • Keep the Field coordinator and Governance and Rights Coordinator informed of all developments and issues through regular situation reports.
  • Ensure that all internal and donor reporting requirements are met and that reports are of a high quality and submitted on time.

E. Supervision & Leadership

  • Provide technical and /or administrative supervision to refugee staff in the Safe Programming Department.
  • Identify staffing/capacity gaps and recommend to the field coordinator appropriate remedial action.
  • Provide mentorship to field based program staff.

F. Coordination and Networking

  • Develop and maintain effective working relationships with all stakeholders- including community leaders, NGOs, UN agencies, and other IRC team members to enhance multi-agency and multi sectoral cooperation and coordination.
  • Participate in the camp level working group meetings that relate to safe programming and as relevant at the national level.
  • Create forums that encourage coordination including increasing opportunities for the protection advisory committee to meet and brainstorm on improving protection mainstreaming in the camps.

Required Qualifications:

  • Bachelors Degree in Law or social sciences
  • At least 3 years program experience, including mainstreaming in a humanitarian context with protection focus
  • Knowledge of inter/national legal and or policy frameworks relating to refugees strongly desirable
  • Demonstrable experience in negotiating and building implementing coalitions of multiple agencies desirable.
  • Community mobilization and capacity building experience desirable
