Adeso REGAL-IR Deputy Chief of Party Job

Position Title: Deputy Chief of Party

Starting Date: Immediate
Starting Salary Range: International Grade B: Gross Salary of USD 68,400 –109,944 Annually plus other Allowances and Competitive Benefits.

Position Summary: Adeso is seeking to fill the above position for Resilience and Economic Growth – Improving Resilience (REGAL-IR), a USAID-funded project in Kenya.

REGAL-IR aims to reduce hunger and poverty, increase social stability and build strong foundations for economic growth by strengthening social, economic, and environmental resilience in pastoral and transitioning communities in five counties within Kenya’s arid and semi-arid lands.

Qualified international applicants and Kenyan Nationals will be considered.

The duty station is Isiolo/Nairobi with frequent travel to project sites.

Position Purpose

  • The Deputy Chief of Party (DCOP) is a member of the REGAL-IR Leadership Team. Under the direction of the Chief of Party (COP), the DCOP provides overall strategic leadership and oversight for the program side of REGAL-IR. 
  • S/he leads the program team and ensures achievement of program goals, objectives and targets. 
  • S/he ensures timely program implementation in compliance with USAID regulations and reporting requirements. 
  • In the COP’s absence the DCOP serves as acting Chief of Party.

Specific Roles and Responsibilities

  • Under the direction of the COP, the DCOP will: 
  • Be responsible for design, planning, strategic direction and oversight, and tactical implementation of program activities; 
  • Supervise six Technical Advisors and a Capacity-building Advisor across six thematic areas: 
    • Livestock Value Chains,
    • Natural Resource Management (NRM),
    • Conflict Management and Mitigation (CMM),
    • Drought Disaster reduction (DRR) and
    • Improved Nutrition; 
  • Encourage integration and synchrony between and among the project’s thematic components; 
  • Co-ordinate and oversee the technical work of REGAL-IR consortium and LNGO partners; 
  • liaise with USAID 9-5-2 resilience partners; 
  • Produce timely annual work plans, and set and achieve activity targets; 
  • Conduct quality control for technical products and reports; 
  • Monitor project activities to ensure that deliverables are met within the allocated budget; 
  • Ensure that activities are compliant with USAID rules and regulations; 
  • Perform all other duties as assigned. 

Skills and Qualifications

  • Minimum Bachelor’s degree – preferred Master’s Degree in social, livestock or agricultural sciences; 
  • Minimum five years senior program management experience; including implementing complex development programs, managing large numbers of staff, leading teams in the field, developing work-plans, budget oversight and management, coordinating activities with numerous other programs and partner organizations, and representing the program to high-level stakeholders. 
  • Experience implementing USAID programs, preferably in East Africa – strong knowledge of USAID rules and regulations; 
  • Developing either livelihoods and/or livestock and agriculture in the dry lands – preferably in East Africa; 
  • Excellent representational and communication skills – written and oral proficiency in English; Kiswahili desirable; 
  • Technical publications in the field of dry lands development and resilience-strengthening desirable.
