Consultancy Services for Support of Establishment of Commodities Exchange in Kenya
The Ministry of East African Affairs, commerce and Tourism invites applications for Request for proposal for consultancy services for the development of commodities exchange in Kenya.
Background: The Government of the Republic of Kenya has expressed a strong policy commitment to supporting the establishment of a national commodities exchange that will materially impact on the livelihoods of millions of Kenya’s smallholder producers and other actors in both agricultural and non-agricultural commodity value chains.
A transparent and efficient marketing system for key commodities in the country will have a significant economic impact in terms of improving the export competitiveness of Kenyan commodities and also in stimulating domestic value addition and processing and other postharvest activities.
A marketing system that enables all actors to participate in a “level playing field” will further enable Kenya to achieve its goals of financial inclusion and support to less advantaged actors in the economy, particularly small-scale farmers and traders largely operating in the informal economy.
A vibrant commodities exchange, powered by appropriate information and communications technology, will also further strengthen the vision to place Kenya as an African, and potentially global, powerhouse in ICT.
A further ambition is to ensure that a commodity exchange, while initially and primarily serving the needs of the Kenyan economy, evolves to also potentially become a regional and continent wide hub for the structured trading of commodities.
Finally, the Government of the Republic of Kenya considers that the establishment of the Kenya Commodities Exchange (KCX) should be a private sector-led undertaking, with the concrete support and enabling environment provided by the public sector in various ways, such as policy and regulatory support, legal framework, and other measures.
At present, Ministry for East African Affairs, Commerce and Tourism, is tasked with leading the establishment of the KCX. A National Commodity Exchange Taskforce comprising representatives of relevant line ministries (Agriculture, Mining, National Treasury, Attorney General’s Office, and others to be identified as the framework shapes up). It is thus envisaged that the KCX will be developed in regular close consultation with the National Taskforce.
Objectives of the consultancy: The main objectives of the consultancy are to provide technical input in the framework for developing Commodities Exchange in Kenya.
Required Qualifications
The lead Consultant is expected to possess the following qualifications.
a. Minimum Academic/professional qualifications – Post graduate degree in either Marketing, Finance, Law, Business administration, Agric Business, Economics statistics, Agricultural Economics, or any other related qualifications.
b. The Key Staff should have at least a Postgraduate degree in any of the following fields: The following key competencies will be used in evaluating the consultant: Economics, Agricultural economics, Logistics & Warehousing/ ICT, Finance, Law
In addition both the Lead and assisting consultants should have minimum 10 years’ experience in a relevant field.

Completed proposal documents should be submitted in two separate envelopes marked “Technical proposals” and “Financial proposals” and enclosed in an outer plain sealed envelope marked with the tender reference number and the tender name and deposited in the Tender Box at Telposta Towers 17th floor, next to the reception addressed to:
